S5500 won’t accept denomination setup from dip switch

Good Day to All, I have this Bally S5500 Quarter machine and I’m having an issue with the denomination setting/programming. I set the dip-switches for .25 cents and when I put in $1 I get 2 credits. I tested the dip switch for continuity with an Analog and Digital meter and it appears to be working fine. I did do the test while it is on the circuit board. Could I be getting inaccurate readings by testing it this way? Any suggestions out there besides pulling the dip switch off the board? I appreciate any advice offered. Thank You All,

Hey Dan
According to Badbaud any time you change dip switches on an S5500 you have to clear the machine.

I did complete Ram Clear with 0 credits. Tried 2 different sets of clear chips, No Change.
