wba 12/13 cycles back and forth

I have a s+ and a s2000, both with wba 12/13 bv's. The s+ upon powering up the bill validator head sounds like it is going back and forth almost like there is something stuck in the bv which there isnt. 

I also have a S2000 that when powered on the bv cycles like it should but when the machine is almost done booting and the reels spin to finish the boot process, the bv also goes in and out like it too has something stuck its trying to cycle back and forth to get out.  This one however almost sounds like the transport tries to cycle like normal for just a second every forth or fifth 'in and out' motion the head does.

Both bv's will occasionally work so I am thinking it may be a sensor that is dirty but I have cleaned both the led and mag sensors in the head.  Could the led sensors be dimming enough it is thinking there is a bill stuck or is there a fix for this condition.

Do the lens look like they are dusty dirty inside? Disassemble the head and clean the lens with a Qtip. Upper and lower lenses.
