Bally 891-1 super continental total out meter issue

I'm trying to get the total out meter on my 891-1 working.  Yes,  I know it's a trival item, and it serves no real purpose for home use,  etc. But I would like to get it to function.  So far the meter steps manually and steps on a bench test.  It has a brown and yellow going to the in meter (which works correctly with the door shut/ door switch activated). Brown wire going out which is tied to the out meter. Black and yellow going to the out meter.  I've traced it all the way to the hopper and get good contunity thru all switches and connectors. Followed schematic as well.  Quite baffled as to why it's not working. It does seem to "try to move" when the hopper is paying.  I do have an extra non hooked up meter that I could swap,  but with the testing I don't see it being a issue with the meter itself. Any suggestions besides dont mess with it? And yes,  I am a tinkerer. Thanks in advance.

Possibly the payout relay switch pertaining to the payout meter needs attention and or the hopper pulse switch.

You would think that would be the issue.. but so far all my digging has shown that the switches are making contact. It is also very possible that I have overlooked or missed something buried in the hopper a little deeper. I will try to play with it a little more tonight but it's so puzzling.

Swapped meters and were all set.
