I have never heard of this maker so my advice is going to be what I would do. It has nothing to do with specific knowledge of the machine.
1. You need to find the 5volt line and test it with a meter. Even though you are getting a message you need to know tgat the computer has a good 5v to run on.
2. In your last pic there are two empty eprom slots with the paper that covers the crystal, did those just fall off a nearby eprom?
3. Does the machine have a reset key on the side or a button anywhere inside the cabinet? Any buttons at all?

Overall the boards look good so Im looking to identify a reset procedure. Im hoping the machine doesn’t use a reset key, honestly I doubt it. What year was it made?

Thank you Chris, yes, they seem to be very scarce.
My Golden rule is to always check voltage supplies first so I agree.
The Eproms papers did just fall off before I took the picture, ( Actually blew off with the wind ) but are covered again.
No Reset buttons on any boards, only the side key that I believe is used in a reset procedure.
The OA2 board is 1990 but unfortunately, the plate on the right hand side has been removed so there is no actual model number, etc
Possibly done when they took these out of service.
As the CRT displays correctly at boot, no CRT problems I can think of.
I am guessing with so much down time and no battery, the first thing will be a battery followed by clearing chips as that seems to be the common theme
but as there seems to be very little machines in circulation, it limits the amount of data available.
I have only had it 1 week so still yet to go into it deeply. My concern was a corrupted MCU or bad eprom would render it useless. Anything else, I can repair.

I would be surprised if that needs a clear chip.
Does anything change when you turn the key? If the key isn’t physically present you can run jumper wires to the back of the mechanism.
Not having buttons anywhere is rare but that means everything is probably done with key or front panel buttons.

For sure, the backup battery must have voltage north of 3 v, many games used voltage detectors although 1990 was a little early for that.

Can you post some pictures of the machine with the door open and also of the inside of the door?
