WMS 40S5 Slot Machine issue with #3 reel

I have a Williams 40S5 Big Bang Piggy Bankin Dotmation Slot machine which works perfectly except if I put the Reel peed on Mid the number 3 reel will turn slower then the rest at times and also hang-up a lot of times. But in slow setting it seams that all reels spin fine with no issues.  I have swapped the reels around and I get the same results regardless what reel in in the number 3 slot.
Any suggestions or help with this would be very grateful. 

The issue was it had the wrong I/O board in it.  this is a Williams 40X model machine and it had a Williams 500 board in it.
