I can't get my Williams bb1 setup play more than one credit

I changed the game on my bb1
I set up the games and selected that it plays up to 20 credits.
But when I play the game it only allows me to play one credit.

When I  check the settings it shows 20 credits maximum bet but only one credit when I play the game

Could it have something to do with setting up the clock and location and the jurisdiction chip.
I set up my original game and set the location to Denver and all 20 credits worked
