I have never been in an Allstate machine. However, I am fairly familiar with mechanical machines. If you have a needle spout bottle you can put a few drops of rubbing alcohol on the spots shown with the red arrows and manually move the kicker. It will start to loosen up the dried grease. This is not a solution, but it may help. It's best to disassemble, clean and regrease.
Also, your payout discs are not lined up (yellow arrows). So, one reel will not spin as fast as the others. Other things to look at are a worn kicker plate (it will have grooves worn into it) and the reels that spin on an axle. Those can have some hardened grease as well.
You can check the reels by cycling the machine and stopping the fan. They should spin freely.
